I saw this on the way to work today!
And it was fast! Apologies for the dodgy photo below, but it was the best I could do with the work phone.
It's a beast called a 'Rowbike', see the link above, and was invented by the same guy who invented rollerblades ® .
It looks a lot of fun!  |

I'd imagine that leaning into the turn is how you do most of the steering, same as most bikes at speed.
As for it being fast, you're using the entire body so there's more force applied.
I don't think there's a lot of gearing though so hills could be painful... |

I just took another look at the photo, seems like there's a derailleur on the rear wheel so there is some gearing at least... |

It has a 7 speed cluster on the back, and you steer with foot pedals.
